Indonesia to re-investigate 15 companies linked to 2015 forest fires

Indonesian National Chief of Police Gen. Tito Karnavian has ordered recently-appointed Riau Regional Police Chief, Brigadier General Zulkarnain to re-investigate 15 companies suspected of being involved in forest and land fires in 2015.
The companies were issued Surat Penghentian Penyelidikan Perkara (SP3), or Cessation of Case Research, letters. SP3 letters signal the termination of investigations, and are issued when there is not enough evidence, or when the case is discovered to not be criminal in nature during the investigations.

It was Supriyanto's predecessor, former Riau Police Chief Brigadier General Bambang Dolly H who had issued SP3 letters to the 15 corporations, Riau Online reported on 2 October. The issuance of the SP3 letters came to light only six months later during Supriyanto's term.
After the handover ceremony at the State Police School in Pekanbaru on Saturday (1 Oct), Zulkarnain said to reporters, "Regarding the SP3, National Chief of Police directly ordered me to form a special team to re-investigate the case."
He added that he had also been ordered to collaborate with environmental activist to resolve last year’s cases involving companies alleged to have been responsible for land and forest burning.
"Beside the special team, I also plead with other activists to help me," he said.
Zulkarnain, who was former the police chief of North Maluku, urged people and corporations to stop burning the land, regardless of the circumstances.
"The penalty is heavy, do not burn anymore. The police do not delight in arresting people for burning. The police does not hate the person, but the actions," he concluded.
Earlier, National Police Chief Gen. Tito Karnavian explained that he had summoned Supriyanto to the Police Headquarters to explore the use of rigorous forensic investigation, especially for cases involving forest and land fires in Riau.
"The problems in Riau are multi-faceted, requiring intelligence and investigation; and understanding why the SP3 letters were issued," said Karnavian at Police Headquarters in Jakarta, Friday, 30 September.
In July last year, forest fires raged across Riau. In relation to the fires,15 companies and 25 people were hauled to court. However, three months later, the police issued SP3 letters to the 15 companies in January 2016.
Head of the Police Criminal Investigation Bureau, Commissioner-General Ari Dono Sukmanto, previously explained that there were at least three reasons why the cases were halted, reported Kompas.
He said the first reason is that the burned areas no longer belonged to the companies because they had been returned. Second, although there was a dispute on burnt land, the lands were not owned by the companies.
"Third, the companies had attempted to extinguish the fire, according to the infrastructure facility studies. The experts said there was no element of intent or negligence," said Ari Dono at the Parliament Complex at Senayan, Jakarta on 26 July 2016.
Ari Dono also said they were still investigating the process by which the SP3 letters were granted. However, he gave his assurance that the release of the SP3 had been the result of a process of inquiry and investigation. Investigators had called witnesses and experts during the investigation of the 15 companies.

Sinar Mas Subsidiary Gets Light Sentence in Forest Fire


TEMPO.CO, Palembang - The High Court Palembang, South Sumatra declared Bumi Mekar Hijau (BMH), a company owned by Sinar Mas Group, responsible for the forest fire at its 20,000 hectares of concessions in Komering Ogan Ilir in 2014.
The Court fined BMH Rp78.5 billion, which is only one percent of the amount demanded by the plaintiff, in this case, the Ministry of Environment and Forestry, which is Rp7.8 trillion.
"We are not happy with the court's ruling because it does not compare to damages caused to the environment," WALHI South Sumatra director Hadi Jatmiko said on Thursday, September 1, 2016.
He added that the ruling does not have a deterrent effect to BMH, who for the past 5 years have had their concession areas on fire.
Meanwhile, BMH and their lawyers refused to say how they address the verdict because they have not received a full copy of the appeal decision. But company spokesman Iwan Setiawan said he believes the judges made their decisions based on all principles.

Indonesian Conglomerates: their involvement in the startup scen

As the country with the highest population in South East Asia, as well has the largest number of internet users, the startup industry based in tech certainly has strong potential for tremendous expansion in the coming years. In an effort to remain on the forefront of of the startup lottery, huge investments have been made in the country, with the largest one for Tokopedia at USD$100 million. This investment was made by Sequoia Capital and Softbank, two top-tier investment groups that operate in the region. In addition to growth in investments, incubators and accelerator programs are also a driver of the growth of the technology startup ecosystem.

In Indonesia, a contributing factor to most of the startups are is the involvement of the Indonesian conglomerates; those who own large amount capital and whose businesses have been entrenched in Indonesia for decades. The next generation within the families of conglomerates are facing new challenges in doing business in today’s globalized-world. To remain relevant and retain their status, many next-generation-tycoons, are getting involved in the startup scene. Below are Indonesian conglomerates who are engaged in the startup industry.

Lippo Group
Lippo Group is an Indonesian company founded by notable tycoon, Mochtar Riady. At first, it ran Lippo Bank which was renamed and changed composition of its share into Bank CIMB Niaga. The company then also managed property and real estate, operating across Asian countries such as Indonesia, China, Hong Kong, Macao, Philippines, Singapore and South Korea with total assets worth 11 billion USD. It is also listed on various stock exchanges in Hong Kong, Indonesia and Singapore with at least 15 subsidiaries. In addition to the property business, the company is also involved in retail, telecommunications, news and media, and various other types of businesses. Based on Forbes report, the Riady family is the ninth richest tycoon in Indonesia. Total wealth of Lippo Group is valued at 2.2 billion USD (around Rp 29 trillion) which derived from those various business lines.

As the internet marketplace showed its lucrative growth, Lippo Group initiated an investment in e-commerce. With investments of 500 million USD, Lippo Group started operating e-commerce site Mataharimall.com in 2015 to compete with other big name such as Lazada and Tokopedia. This e-commerce platform actually is the online version of the existing store chains operating for decades, Matahari Mall, owned by Lippo Group that spread across the archipelago. The Lippo group recently partnered with Singapore based Grab, which was looking for support in Indonesia, to help with deliveries for Mataharimall.com.

“Online commerce is a US$100 billion opportunity. MatahariMall will be number one. There is nothing like it in Southeast Asia. Our vision is to build the most powerful ecosystem that brings together buyers and sellers to do business anytime and anywhere” said John Riady, the director of Lippo Group during the launching of mataharimall.com.

Recently, in March 2016, the grandson of Mochtar Riady, who is acting as Director of Lippo Group, John Riady, started to invest in venture firm Venturra Capital. The group’s capital is 150 million USD, or equivalent to 2 billion IDR. In the official statement, Venturra Capital will prioritize investments in startups from Indonesia and Southeast Asia. The startup targets range from e-Commerce, financial services, healthcare, and education. The firm, led by Stefan Jung, former founder and managing partner of Rocket Internet Southeast Asia; Rudy Ramawy, former country director at Google Indonesia; and John Riady, current director of Lippo Group.

“Our mission in Venturra is to provide capital, operational empowerment and market access to the founders of technology-based innovative business and internet has the potential to transform the industry,” wrote Venturra Capital.

Djarum Group
Djarum is cigarette producer based in Kudus, Central of Java, owned by Oei Wie Gwan. After Gwan passed away, the company is now run by his son, Robert Budi Hartono and Michael Bambang Hartono. Forbes named the Hartono family the richest in Indonesia. With total assets reachig $ 15.5 billion (around Rp200 trillion), Hartono family also owns majority shares in largest private bank in Indonesia, Bank Central Asia (BCA).

Hartono successfully steered the company to be largest cigarette producer in the country. As the growth of the cigarette industry is quite stagnant, Djarum then diversified its business line into several lines. Djarum’s subsidiary, PT Hartono Plantation Indonesia, has oil palm plantations covering an area of 30,000 hectares (ha) in the Porcupine District, West Kalimantan. The company is also developing timber plantations in East Kalimantan, covering land area of 20,000 hectares.

Beside for investments in those lines, Djarum also owns blibli.com, an electronic e-commerce site with investments from Djarum amounted to 1 million USD yearly through its subsidiary, GDP Venture. Djarum created GDP Venture to invest in startup and internet business. Another successful project funded by GDP Venture is Kaskus, the largest online community based in Indonesia. To gain a better angle on upcoming startups, GDP Venture formed an incubator called Merah Putih Inc., a startup incubator which aims to provide capital assistance for innovative startup. The incubator’s successful portofolio includs Dailysocial, KrazyMarket, Infokost, Bolalob, Lintas.me, infokost.net, kincir.com and Mindtalk.

Sinar Mas Group
Sinar Mas Group is another wealthy tycoon in Indonesia who owns hundreds of subsidiaries across the country. The company was founded in 1962 by Tjipta Eka Widjaja. At the beginning, the company’s business portfolio mostly focused on pulp, paper and palm oil producers. But as the company grew, it began managing wide ranges of business lines including agribusiness, property and real estate, mining, financial services ranging from bank, multifinance, and insurance.

As the internet based technology began growing rapidly in Indonesia, Sinar Mas Group set up a venture capital in 2015 named Sinar Mas Digital Ventures (SMDV). SMDV together with Lippo Digital Ventures and RMK Sovereign Capital Ventures, on January 15, 2015 invested Serie A investment amounted to 2 million USD for Giftcard.co.id. Secondly, SMDV also invested in Female Daily Network value for 1 million USD. Then, under one of its subsidiaries, PT Dian Swastika Sentosa Tb, runs ecommerce business by purchasing point. In 2015, SMDV also invested in Series A Investment totalling 2.6 million USD for Omise, a Thailand-based payment gateway.

To fully commit to startup investments, Sinar Mas Group, through its subsidiary, Sinar Mas Land, recently announced plans to build an integrated smart digital city in Indonesia for startup companies, technology leaders and digital communities. As reported in Jakarta Post, the company’s CEO, Michael Widjaja, said that the construction would start in 2017 on a 25.86-hectare plot of land in BSD City, South Tangerang. The company has allocated Rp 2 trillion (US$151 million) in cash to develop the digital hub.

“It’s our dream to build this place, an equivalent to Silicon Valley in the US. We are not only inviting the companies but we want to build a self-sustaining community,” he said in Jakarta on Tuesday. This ambitious project will be finished in 10-15 years and plan to targeting research centers, institutions and educational institutions that have schools of technology and sciences.

Bakrie Group
Bakrie Group is a conglomerate founded by Achmad Bakrie in 1942. The company’s business lines spread in in many areas, including Oil and Gas, Real Estate, Infrastructure, Mining, Media, and Telecommunications. Bakrie Group is one of the largest business groups in Indonesia, with 10 subsidiary listed on the Indonesia Stock Exchange. Currently, Bakrie Group is chaired by Nirwan D. Bakrie (Chairman) and Indra U. Bakrie (CO-Chairman). In 2004, Aburizal Bakrie retired from the Bakrie Group to focus on his political career and now is the General Chairman of Golkar Party, the second largest party in Indonesia.

In 2011, with a vision to expand the company line to include technology startups, the company established a private investment firm named Nusantara Incubation Fund. Bakrie Group’s CEO, Anindhya Bakrie stated in the interview that the investment firm aims to support local startups. The establishment of the investment firm was part of Bakrie Group BtelVision2.0 program to widely reach internet markets.

“We expect another kind of Kaskus and startup to emerge, but it must be owned by us. Although there will be others to invest, no problem. ”

In January 2014, a closed social network, Path, recorded getting C round of funding amounting to 25 million USD from Bakrie Group. The investment was deemed a significant move by Bakrie as Path users in Indonesia are the largest, with 4 million users in 2014. CT Corp. (formerly known as Para Group) is a group of companies owned by tycoon Chairul established in 1987. The holding company owns several business lines including bank, insurance, retail stores, plantation, news and media, mining, property and real estate, and restaurant chains.

One of notable CT Corp internet-based portfolio companies is detik.com, a highly popular online news platform in Indonesia. Philippine Long Distance Telephone (PLDT) Company, a Philippine based company with its largest shares owned by Salim Group, invested 455 million USD or equivalent to Rp 6.2 trillion) to Germany based tech company, Rocket Internet. Rocket Internet is the conceptor of giant marketplaces operating across Asia, including Lazada and Zalora. It is recorded that PLDT shares in Rocket Internet is equivalent to 10% of total shares.

Annas Maamun selaku Gubernur Riau mempunyai kewenangan untuk mengajukan usulan perubahaan peruntukan kawasan hutan menjadi bukan kawasan hutan kepada Menteri Kehutanan. 9 Agustus 2014, Annas Maamun menerima kunjungan Zulkifli Hasan (Menteri Kehutanan) yang memberikan surat keputusan tentang Perubahan Peruntukan Kawasan Hutan Menjadi Bukan Kawasan Hutan Seluas ±1.638.249 ha , Perubahan Fungsi Kawasan Hutan Seluas ±717.543 ha dan Penunjukan Bukan Kawasan Hutan Menjadi Kawasan Hutan Seluas ±11.552 ha di Propinsi Riau. Pada pidatonya Zulkifli memberikan kesempatan pada masyarakat untuk merevisi melalui Pemda Riau apabila belum terakomodir dalam SK tersebut.
Selanjutnya Annas Maamun memerintahkan M. Yafiz (Kepala Bappeda Propinsi Riau) dan Irwan Effendi (Kadishut Propinsi Riau) untuk melakukan penelaahan terkait keberadaan kawasan yang direncanakan dalam program pembangunan daerah yang masih masuk sebagai kawasan hutan untuk diusulkan menjadi bukan kawasan hutan. Setelah dilakukan telaah oleh Tim Terpadu, 12 Agustus 2014 Annas Maamun menandatangani surat Gubernur Riau perihal pertimbangan perubahan luas kawasan bukan hutan yang ditujukan kepada Menteri Kehutanan. 14 Agustus 2014 Surat tersebut kemudian dibawa ke kantor Zulkifli Hasan oleh Arsyad Juliandi Rachman (Wagub Riau), Yafiz, Irwan, dan Cecep Iskandar (Kabid Planologi Dinas Kehutanan Propinsi Riau) , Zulkifli pun memberikan tanda centrang persetujuan terhadap sebagian kawasan yang diajukan yang peruntukannya antara lain untuk jalan tol, jalan propinsi, kawasan candi muara takus dan perkebunan untuk rakyat miskin seluas 1.700 ha. Selain itu Zulkifli secara lisan memberikan tambahan perluasan kawasan hutan menjadi bukan hutan maksimal 30.000 ha.
Atas pengajuan revisi SK tersebut, Gulat Medali Emas Manurung menemui Annas Maamun untuk meminta bantuan agar areal kebun sawit yang dikelolanya dapat dimasukkan ke dalam usulan revisi dari kawasan hutan menjadi bukan kawasan hutan. Atas perintah Annas Maamun, Gulat berkoordinasi dengan Cecep agar areal kebun sawit di Kabupaten Kuantan Sengingi seluas ±1.188 ha dan Bagan Sinembah di Kabupaten Rokan Hilir seluas ±1.214 ha dapat dimasukkan ke dalam usulan revisi SK Mneteri Kehutanan, padahal lokasi tersebut diluar lokasi yang direkomendasikan oleh Tim Terpadu Kehutanan Riau. Setelah dilakukan tinjauan terdapat beberapa kawasan yang tidak dapat dimasukkan karena kawasan hutan lindung, namun Gulat meminta agar tetap dimasukkan ke dalam usulan. 31 Agustus 2014, Edison Marsadauli Siahaan melalui Gulat juga meminta kepada Cecep agar titik koordinat kebun sawit milik Edison seluas 120 ha di Duri Kabupaten Bengkalis dapat dimasukkan dalam usulan revisi. Gulat juga menyampaikan apabila dibutuhkan biaya untuk memasukkan lokasi Perusahaan Kebun Sawit (PKS) milik Edison tersebut, maka akan disiapkan.
Setelah draft usulan revisi SK selsai dibuat, Annas Maamun memerintahkan Cecep agar tetap memasukkan usulan Gulat. 17 September 2014, Annas Maamun menandatangani Surat Gubernur Riau tentang Revisi Usulan Perubahan Luas Kawasan Bukan Hutan di Propinsi Riau yang ditujukan kepada Menteri Kehutanan yang didalamnya terdapat area kebun sawit yang dimintakan oleh Gulat dan Edison yaitu kebun kelapa sawit di Kabupaten Kuantan Sengingi seluas 1.000 ha dan Kebun Rakyat Miskin di Kabupaten Rokan Hilir seluas 1.700 ha dan kebun kelapa sawit seluas 120 ha di Duri Kabupaten Bengkalis, yang mana lokasi-lokasi tersebut diluar wilayah rekomendasi Tim Terpadu Kehutanan Riau. 19 September 2014 atas perintah Annas Maamun, Cecep menyerahkan surat tersebut kepada Mashud (Direktur Perencanaan Kawasan Hutan Kementerian Kehutanan) di Jakarta untuk diproses permohonannya.
21 September 2014, Annas Maamun berangkat ke Jakarta dalam rangka urusan dinas sekaligus memnatau perkembangan surat usulan revisi tersebut di Kemenhut. Keesokan harinya Annas Maamun menghubungi Gulat melalui telepon dan meminta uang sebesar Rp2,9 milyar dengan dalih bahwa uang tersebut akan diberikan kepada anggota DPR RUI Komisi IV sebanyak 60 untuk mempercepat proses pengesahan RTRW Propinsi Riau oleh DPR RI. Atas permintaan tersebut setelah kesepakatan antara Gulat dan Edison mereka menyanggupi Rp2 milyar dengan rincian dari Edison Rp1,5 milyar dan Gulat Rp500 juta.
25 September 2014, Annas Maamun bersama Triyanto (ajudan Annas Maamun) menemui Gulat di Restoran Hotel Le Meridien untuk menyerahkan kembali uang sebesar USD 166,100 kepada Gulat untuk ditukar dengan mata uang dollar Singapura. Setelah menukarkan uang tersebut bersama Edison di daerah Kwitang, Gulat diantar Lili Sanusi (Sopir Badan Penghubung Propinsi Riau di Jakarta) menuju rumah Annas Maamun di Perumahan Citra Gran Cibubur. Setelah sampai di rumah Annas Maamun, Annas Maamun menerima uang sebesar SGD156,000 dan Rp500 juta yang selanjutnya disimpan dikamar beliau. Beberapa saat kemudian Annas Maamun keluar dari kamar dan menyerahkan sebagian dari uang yang telah diterimanya yakni Rp60 juta kepada Gulat. Tidak lama setelah itu datng petugas KPK melakukan penangkapan terhadap Annas Maamun dan Gulat. Bahwa Annas Maamun mengetahui atau patut menduga perbuatannya menerima hadiah uang tersebut dari Gulat disebabkan karena beliau selaku Gubernur Riau telah memasukkan permintaaan Gulat dan Edison dalam surat revisi usulan perubahan luas bukan kawasan hutan di Propinsi Riau yang ditandatangani Annas Maamun bertentangan dengan kewajiban beliau selaku Gubernur sekaligus Penyelenggara Negara sebagaimana diatur dalam UU.

Jakarta -Perusahaan tambang batu bara, PT Berau Coal Energy (BRAU) Tbk, hari ini menggelar Rapat Umum Pemegang Saham Luar Biasa (RUPSLB) dengan agenda pergantian direksi dan komisaris.

Selain mengangkat Fuganto Widjadja sebagai direktur utama, perusahaan yang saat ini mayoritas sahamnya dikuasai Grup Sinarmas ini juga menunjuk 2 mantan pejabat tinggi negara duduk di jajaran komisaris perseroan dalam RUPS, Rabu (19/8/2015).

Adalah Marsetio yang diplot sebagai wakil komisaris utama. Sebelum masuk ke Berau, Marsetio merupakan Kepala Staf Angkatan Laut periode Desember 2012-2014. Jenderal bintang tiga ini menggantikan Deswandhy Aguswan yang kini menjabat sebagai komisaris independen.

Sementara untuk jabatan komisaris kedua, Grup Sinarmas menunjuk Darmono menggantikan komisaris sebelumnya, Irwandy Arif. Darmono sendiri merupakan bekas orang nomor dua di lingkungan Kejaksaan Agung. Darmono sempat mengecap posisi sebagai Wakil Jaksa Agung sebelum pensiun pada Juni 2013.

Sebelumnya, beberapa waktu lalu, Menurut Syamsu Daliend, Kepala Subdirektorat Pengawasan Produksi, Operasi, dan Pemasaran Mineral Kementerian ESDM, pernah mengusulkan larangan pejabat tinggi negara non aktif bekerja sebagai komisaris di perusahaan tambang.

"Harus ada PP (peraturan pemerintah) yang mengatur pejabat pemerintah setelah pensiun, PP itu harus atur kalau mantan pejabat strategis, jangan jabat di mana-mana setelah pensiun," kata Syamsu.

Syamsu beralasan, usulan tersebut dilakukan karena para mantan pejabat ini memegang data-data penting di sektor pertambangan yang bisa digunakan oleh perusahaan tambang swasta.

Harga Batu Bara Anjlok, Berau Andalkan Penjualan Ke PLN

Di tengah suramnya indutri batu bara karena anjloknya harga bara dunia, Berau Coal berharap bisa meraup untung dari peningkatan penjualan batu bara ke sejumlah pembangkit milik PT PLN (Persero).

Direktur Utama Berau Coal Fuganto Widjadja mengungkapkan, program tambahan listrik 35.000 megawatt (MW) yang dicanangkan pemerintahan Presiden Joko Widodo (Jokowi) akan memicu lonjakan penjualan batu bara perseroan dalam jangka panjang.

"Selain untuk power plant milik Sinarmas, tentunya semoga bisa kita tunggu pemerintah bikin power plantsebanyak-banyak, supaya Berau menjadi pemasok besar. Semoga bisa membantu Berau," kata Fuganto ditemui usai RUPSLB.

Menurut Fuganto, meski harga batu bata turun, Berau tetap ptimis harga batu bara akan segera membaik. "Harga (batu bara) kalau saya tahu mungkin saya nggak perlu kerja," katanya.

Selain itu, menurutnya, pangsa pasar dalam negeri untuk pembangkit masih sangat potensial digarap. Dari seluruh pembangkit sebesar 53.000 MW, sebesar 25.000 MW merupakan proyek pembangkit listrik tenaga uap (PLTU) yang menggunakan batu bara sebagai bahan bakarnya.

Setiap 1 MW PLTU membutuhkan batu bara 4.000 juta ton per tahun. Jika dikalikan 25.000 MW maka dibutuhkan 100 juta ton batu bara tiap tahun. Sementara pada 2019, kebutuhan batu bara untuk PLTU di Indonesia bisa mencapai 200 juta ton per tahun.

Dihubungi detikFinance, Sekretaris Perusahaan Berau Coal mengungkapkan, pihaknya sudah mengajukan beberapa tender untuk mensuplai lebih banyak lagi batu bara ke pembangkit milik PLN.

"Kalau sekarang kan sudah ada 4 kontrak batu bara, salah satunya untuk Suralaya. Kita lagi tender lagi, harga dan jumlahnya masih kita rahasiakan," katanya

Jakarta (ANTARA News) - More airports are being affected by the haze in Indonesia as flights continue to be disrupted.

The head of the public communication center at the Ministry of Transportation, J.A. Barata, said in a written statement on Friday that the number of airports affected by the haze from land fires had risen to 21 on Friday from 16 on Thursday.

He said the five airports that were affected by the haze were the airports in Nangah Pinoh (West Kalimantan), Palembang (Sumatra), Pekanbaru (Sumatra) and Balikpapan (Kalimantan). 

Other similar airports are in Melak (East Kalimantan), Pangkalan Bun (Central Kalimantan), Banjarmasin (South Kalimantan), Pontianak (West Kalimantan, Jambi (Sumatra), Sampit (Central Kalimantan), Putusibau (West Kalimantan), Samarinda (East Kalimantan), Sintang (West Kalimantan, Ketapang (West Kalimantan), Long Apung (North Kalimantan), Sampir, Muara Teweh and Palangkaraya all in Kalimantan provinces.

"Until today, visibility in Jambi (Sumatra) is still 600 meters. Three general flights plus a hajj flight have been rescheduled, while others have been cancelled," he said.

Among the flights that have been rescheduled are Garuda Indonesias GIA 132/133, serving Jakarta-Jambi-Jakarta, while a Lion Air Jakarta-Jambi flight remained grounded over night.

Barata said cancellations and delays had also been reported at the Syamsuddin Noor Airport in Banjarmasin (Kalimantan). A total of 13 flights at the airport have been delayed and two cancelled.

The Rahadi Usman Airport in Ketapang (Kalimantan) recorded six delays, the Iskandar Airport in Pangkalan Bun five delays and one cancellation, the Tjilik Riwut Airport in Palangkaraya eight delays and three cancellations, the Beringing Muara Airport in Muara Teweh three cancellations, the Haji Asan Airport in Sampit four delays and the Susilo Airport in Sintang two delays and the Pangsuma Airport in Putusibau two delays.

Over 12 thousand people taken ill by haze in Riau

Pekanbaru (ANTARA News) - Over 12,260 inhabitants of Riau Province have fallen ill due to the haze triggered by forest, peatland, and plantation fires flaring up in the province.

The data was obtained from patients seeking medical treatments at community health centers and hospitals in Riau from June 29 to September 7, 2015, Andra Sjafril, the head of the Riau health center, noted here recently.

Of the total number, 2,160 were the inhabitants of Pekanbaru, 2,038 of Dumai City, and 1,044 of Bengkalis District.

As many as 324 people were suffering from severe pneumonia, 315 ailing from asthma, 879 suffering from eye irritation, and 1,256 from skin irritation.

At least 222,100 face masks have been distributed to the local residents across Riau Province.

The authorities have advised people in Riau to stay indoors, to wear face masks while venturing outdoors, and to stay amply hydrated and eat nutritious food to stay healthy amid the haze problem.

In the meantime, thick smog caused by forest and land fires in Sumatra Island has forced the Payakumbuh city government in West Sumatra to announce a three-day holiday for the local students.

"The haze disaster has reached an emergency response level. Therefore, in order to safeguard the health of the students, we gave them a three-day off," Head of Payakumbuh City Governments Educational Affairs Hasan Basri informed reporters recently.

Basri pointed out that the holiday period could be extended if the haze condition deteriorated.

"We are monitoring the situation until Thursday. If the smog condition worsens, we will extend the holiday period," he affirmed.

Prior to the decision, several heads of schools, including those from the early childhood education center (PAUD) and kindergartens, had requested the city governments permission to allow their students to stay at home, he remarked.

Speaking about the air quality in the city, Head of Payakumbuhs Environmental Affairs Syamsurial noted that the Pollution Standard Index (PSI) board revealed on Monday that the PSI reached a level of 190 mg/m3, or "unhealthy."

President Jokowi orders to immediately extinguish forest fires

Pekanbaru (ANTARA News) - President Joko Widodo (Jokowi) has ordered every stakeholder to help extinguish forest fires and to tackle haze engulfing parts of Indonesia over the past few weeks, National Disaster Mitigation Agency (BNPB) Head Willem Rampangilei stated.

"The presidents instruction on the ongoing haze disaster is to extinguish the fires and end the haze problem immediately," Rampangilei remarked while visiting the command post of the forest fire task force at the Roesmin Nurjadin Air Force Base, here, Thursday.

"Within two weeks, plantation fires must be put out," he quoted the president as saying.

The government will provide support in the efforts to fight the fires.

The mission could be deemed successful if there was no increase in the number of people infected by respiratory problems, students could resume their class activities, and airports could operate normally, he emphasized.

Earlier, President Jokowi had ordered security agencies to take action against companies that have burnt fields that led to haze in six provinces.

"I have ordered the national police chief to take as firm action as possible against companies that violate the laws," he said while inspecting a forest fire in Pulau Geronggang village in Ogan Komering Ilir, South Sumatra, recently.

President Jokowi reminded all ministries/institutions, TNI (military)/police, and all related offices that prevention is the best policy.

He emphasized that companies violating the law must be held responsible, adding that on several earlier instances, he had cautioned many plantation companies that harsh actions would be taken against those found guilty of setting fire to their fields.

The head of state affirmed that companies must also be responsible for the areas around their fields.

"I have ordered the forestry minister to revoke the concession rights of the companies that break the law, and if a criminal case is involved, it will be processed by the police chief," he stated.

President Jokowi revealed that he had mobilized several people to conduct monitoring and control to handle the fires that had broken out since April.

Indonesia Intelligence Agency locates 133 fires in C. Kalimantan

Palangka Raya (ANTARA News) - The Indonesia State Intelligence Agency (BIN) has located 133 fires in plantation areas in Central Kalimantan.

The Chief of BINs regional office, Hadi Purnawan, said after a meeting to set up a task force to deal with the haze problem in the region on Tuesday that fires had spread in 29 plantation areas and that this data had been submitted to the Panju Panjang military resort.

"Of the 29 companies, 10 are still seeking their business rights, while 19 others have obtained them," he added.

He said although fires were spotted in the plantation areas he could not confirm if the fires were caused by deliberate action or other causes.

"They are still to be prove this legally and to confirm if they have violated laws or not," he said.

The Chief of the Central Kalimantan regional police command, Brigadier General Fakhrizal, said the police would take firm action against anyone found guilty of lighting fires.

He said he had instructed the commands chief of special crime investigation to monitor closely the developments on seven companies that have been sealed by the environment and Forestry Ministry.

"We will be indiscriminate. Everyone is equal before the law. We will take action against those that have burnt land or forests, be they individuals or companies," he said.

During the meeting, Colonel Purwo Sudaryanto, was named as Chief of the task force.
